Rash served as the Supervisor and Assigning Officer for the Southeast Tennessee Basketball Officials Association, where he played a crucial role in managing and mentoring officials. Beyond his on-court activities, Rash contributed significantly to the training and development of officials as the TSSAA Officials Camp Director, demonstrating his dedication to enhancing the quality and professionalism of officiating in Tennessee.

His contributions extended beyond basketball; in the mid-1970s, Rash helped organize a baseball umpire association in the Sequatchie Valley, further amplifying his impact on high school athletics. His efforts were not only recognized through his 2012 Hall of Fame induction but also through multiple recognitions including receiving the prestigious A. F. Bridges Official of the Year Award twice for promoting citizenship and sportsmanship.

Leon Rash's commitment to sports and community development was also evident in his involvement with local parks, where he received numerous awards for his contributions to building a five-field sports complex and track. Reflecting on his college days, Rash was a three-year letterman in baseball at Middle TN State University, laying the groundwork for a lifetime dedicated to sports and athletics leadership.
