From 1965 to 1978, for 13 years, Coulter served as a TSSAA official, where he significantly contributed to the administration and officiating of district and region basketball tournaments, TSSAA sub-state tournaments, and the TSSAA Boys’ State Basketball Tournaments. These roles showcased his deep understanding of the game and his dedication to maintaining the integrity and competitive fairness in high school sports.

Beyond his officiating duties on the court, Coulter played a vital role in sports administration. As the TSSAA Supervisor for the Knoxville South Basketball Association and as the Assigning Officer for Blount County Football Officials’ Association, he influenced sports officiating standards and practices within the region. True to his pioneering spirit, Coulter worked in the inaugural TSSAA All-Star basketball game in the 1970s and was elected supervisor for the Boys’ State Basketball Tournament in 1992, demonstrating his ongoing influence in Tennessee sports.
