Established in Kingsport in 1928 as a Rosenwald School, evolving from the earlier Oklahoma Grove School (also known as the Kingsport Colored School) that began in 1913. The school's first principal was Professor H.L. Moss. In 1951, a new building was constructed at 301 Louis Street in the Riverview Neighborhood. Douglass closed its doors in 1966 as a result of desegregation. The building was later renovated into the V.O. Dobbins Sr. Complex for non-profit agencies.
