Cecil V. "Snooky" Smith, born on July 1, 1931, embarked on an extensive and influential career within the realm of sports officiating, particularly within the Tennessee Secondary School Athletic Association (TSSAA). His journey began in 1955 and spanned 38 years, culminating in 1992. Throughout this period, Smith became a pivotal figure in high school athletics, dedicating his career to the service and enhancement of sportsmanship and athletic excellence in Tennessee.

As a TSSAA official, Smith's contributions to football were significant and multifaceted. He was a familiar presence on the field during TSSAA State Finals, showcasing his officiating skills in numerous high-stakes games that decided state champions. Beyond these crucial matches, Smith also lent his expertise to TSSAA All-Star games and playoff games, events that highlighted the best of high school football talent in Tennessee. His consistent performance in these roles underscored the importance of fair play and integrity in the sport.

Beyond his on-field responsibilities, Smith also played a vital role behind the scenes. For 28 years, from 1964 to 1992, he served as the Assignment Secretary for the Mid-South Football Officials Association. This role entrusted him with the responsibility of coordinating officials for various games, ensuring that each match was staffed with unbiased and capable referees. Moreover, from 1977 to 1992, as the Supervisor of the Mid-South Football Officials Association, Smith was responsible for overseeing the junior high and junior varsity football programs. This position saw him managing over 250 game assignments annually—a testament to his organizational skills and commitment to the sport.

In addition to his extensive high school officiating career, Smith also made his mark in college football, officiating in the Gulf South Conference for a decade. This transition demonstrated his adaptability and expertise across different levels of competitive sports.

In recognition of his remarkable service and contributions to high school sports in Tennessee, Cecil V. "Snooky" Smith was inducted into the TSSAA Hall of Fame in 1996.
