Billy Schrivner, born on August 14, 1932, was inducted into the TSSAA Hall of Fame in 1990, a testament to his significant contributions and dedication to high school sports in Tennessee. Schrivner started his journey as a TSSAA official in 1953 and maintained his involvement in the association until at least the time of his Hall of Fame induction. Over the years, he officiated in a diverse array of sports including football, basketball, baseball, and softball. His officiating career in football was particularly notable, with assignments in TSSAA State Playoff Games and TSSAA All-Star Games.

In basketball, he officiated in District and Region Tournament Games and was selected for the prestigious 1966 Boys State Tournament. Beyond his on-field officiating roles, Schrivner served as a TSSAA Supervisor for multiple associations: the Northwest and Southwest Football Officials’ Associations and the West Tennessee Basketball Officials' Association starting in 1975.

Schrivner's expertise wasn't confined to high school sports; he also made his mark in collegiate sports as a football and basketball official. His collegiate officiating career highlights included working at the NCAA Div. II National Football Championship in 1986, engagements with the Gulf South Conference in football, and assignments with the Ohio Valley Conference and Missouri Valley Conference in basketball. Additionally, Schrivner contributed to the NCAA Div. II and Div. III Football and Basketball Playoffs, as well as the NAIA National Football Championship Game.

His recognition extended beyond TSSAA, with inductions into the Jackson-Madison County Sports Hall of Fame in 1992 and the National Federation of State High School Associations (NFHS) Sports Hall of Fame in 1997, confirming his impact on sports at various levels. His career was marked not only by his direct contributions as an official and supervisor but also by his role in shaping the future of sports officiating through his early involvement in observing and supervising officials, urged by TSSAA Executive Secretary Gill Gideon in 1968. Billy Schrivner's legacy is a reflection of his dedication to sports and his commitment to excellence in his various roles within the TSSAA and beyond.
