Before venturing into officiating, McHugh had an illustrious career as a professional football player with the Philadelphia Eagles from 1947 to 1951, where he played in three NFL Championship games, triumphing in 1948 and 1949.

His prowess on the field wasn’t just limited to his professional career; McHugh also shone brightly during his college days. He played football at Georgia Tech University, where he was honored with the Joe Rhodes Trophy in 1946 for being the most outstanding football player. This early promise translated into selection to officiate major college bowls such as Orange Bowl, Sugar Bowl, Liberty Bowl, and Gator Bowl during his 20 years as a collegiate official in the Southeastern Conference.

McHugh's deep-rooted connection with sports is further immortalized through various hall of fame inductions, including Notre Dame High School, Chattanooga Sports Hall of Fame, Tennessee Sports Hall of Fame, and Georgia Tech Hall of Fame.
