S. D. Jackson, born on December 12, 1895, embarked on a career dedicated to the advancement of athletics and officiating in the state of Tennessee, earning widespread recognition for his contributions. His illustrious journey commenced in 1927 when he formed the Appalachian Board of Approved Officials, taking a pivotal step in the professionalization of sports officiating in the region. His role as Commissioner of the board, from its inception until 1963, underscored his commitment to excellence and governance in sports. Jackson's influence expanded significantly in 1935 when the TSSAA approved and adopted the officials’ conference proposal, leading him to play a key role in organizing and developing local officials’ associations across the state. This initiative highlighted his vision for a structured and unified approach to sports officiating at the secondary school level.

Beyond his state-level contributions, Jackson served on the National Federation of State High School Associations' Interscholastic Football Rules Committee, where he helped shape the national framework for high school football officiating standards and practices. His expertise was not confined to administration alone; Jackson was also recognized as a top head linesman, officiating football in the Southeastern Conference and participating in notable events such as the 1942 Orange Bowl.

Jackson’s multifaceted career also encompassed a short coaching spell at Emory & Henry College and an impressive athletic record, having lettered 16 times in college. Referred to as the father, organizer, developer, and leader of the first officials’ association in Tennessee, his legacy was cemented with his induction into the TSSAA Hall of Fame in 1982, a fitting tribute to his lasting impact on high school athletics in Tennessee. S. D. Jackson passed away on April 19, 1977, leaving behind a legacy of development and dedication to sport officiating that continues to inspire.
